I agree that drawing cards isn't really white, but I don't want to add the damage prevention to the other effect; they have very little to do with each other.
Seeing that you upgraded the Protect part, perhaps we could make the card like this:

Serve/Protect
Instant
W/1U
Target opponent can't be the target of spells or abilities until end of turn.
//
Counter target spell that targets you or a creature you control

This way, its a well-costed but restricted counterspell which might also mess up an opponents spell for W.

How's that?

I really like this card. It can be a major disruption to an opponents game flow.

Agree on making it an uncommon. Should it perhaps cost 4W? or is 3W expensive enough?

Totally agree

I think I made it white because we needed white cards.. but perhaps black would better suited.

All 3 Uncommons..... I can see that.... we do have more rares than uncommons and the common to uncommon ratio is about 6:1

Neither of these cards are common; their abilities are too weird.
The Hawk should be uncommon (but its part of a cycle, right?) or perhaps it should be a (legendary) rare because it has a name. CC is fine though.

And the Veteran Defender's ability is a bit too good to be common. Maybe if it costed 4W?

Oh and I thought the great equalizer should be Rare..

The Hawk was not meant to be a legedary card..... I don't like the name=legendary restriction...... Change the name and put the name in the flavor text?

Its a restriction does seem kinda logical; if its legendary its worth giving it a specific name.. but changing the name to something more generic and using this name in Flavor text quotes or something seems like a splendid idea.
