ya kno what, i have a great answer to this problem. they are both awesome. if you have a lot of mana you could do the post once then the mobilization 1or 2 times. then the mobilization is also good cuz attacking doesnt cause soldiers to tap. so, myself, i dun care which is better cuz their both good.

It all depends on the strategy of the game, which you'll learn later homestar, but for the purposes of just producing the tokens - they both bring about the same production early game...

soo yea, those have no synergy at all. the encampment doesnt make +1/+1 counters.

Sorry. I was thinking Wirewood Lodge for soldiers. Shoulda checked first.
