Can we use Vanguard cards?
The Broodmother would give Sliver theme decks a unremovable

Only banned cards are the ones that use ante. So yes, four of typically restricted cards.
And all Magic cards EVER printed, including non-tournament legal sets are included, so you can use Unglued and Portal.
The deck is going to be judged on how fun it is to play, theme, and originality though, NOT the power level, so using such power cards might not be worth it.
