You do realize how abusive a reusable effect like that would be in a mill deck?
Awww, come on...you all know, deep down, you want to see something like Power Matrix again.
A global effect would be cool. Then again, an activated ability akin to Mirari would be nice also.
Here are a few ideas, just rough draft brainstorms:
-Players cannot declare an attack phase unless they discard their hand.
-When THIS comes into play, draw a card, then discard a card. Each player draws an additional card during their draw step, then discards a card.
-Whenever a creature deals combat damage to you, you may pay 2, if you do, draw a card. Use this ability only once per creature.
-During your upkeep, put a Psychic counter on THIS. During any upkeep, any player may pay 4 to remove a Psychic counter on THIS. During each player's draw step, that player draws a card and loses 1 life for each Psychic counter on THIS.
(some cost or other-you decide)T - all players shuffle thier libraries.
Simple - useful only in combo with summat else (Sylvan Library springs to mind) - powerful...in a way.
Seems to lack a little punch there. Just shuffling your library has been done, with Soldier of Fortune or something along those lines. A little red creature with "Tap: Target player shuffles his or her library."
Only useful for wearing out an opponent's cases or cards, and nothing else. Well, maybe a few super narrow combos...but its just way too narrow.
Do you not think it would be powerful in combo with, for example:
Would more likely be created if it didn't shuffle your opponent's library, only your own. That would also get around half the problem created with Soldier of Fortune.
Unfortunately, there was another problem with Soldier of Fortune. Specifically, it took too much time from the game to constantly be shuffling.
Perhaps if you paid 2 life and drew a card when you were done shuffling, that would work.
Almost becoming an Erratic Portal at this point...
This could lead somewhere...but where? Interesting idea if you try hard to tie it in with a combo of some sorts.
