If you go way back up towards the top of this, Quill asked a question that I believe was never answered. Cards are banned in some formats and not others because of the other cards in a given environment. In Standard, there isn't a whole lot you can ritual out to immediately win the game (with the exception of Yawgmoth's Bargain). However, in Extended you can ritual out Necropotence on turn one or two and immediately start drawing cards and win. In type one, there is so much other incredible stuff (moxes, lotus) that ritual is nothing special and so there is no reason to give it the axe.

In response to somebody else: it can't be the player's responsibility not to create degenerate decks. As long as tournaments exist with $50,000 prizes, players are going to create the fastest, best deck they can.
The hardest thing about becoming good in tournaments is realizing there is no such thing as cheesy combos and making your deck fair. That's why many of us are pure casual players. If you want to have a chance in a tournament, you have to build the best deck possible. It is the responsibility of Wizards to keep game-breaking cards from seeing print.
