Oh yeah, the I draw, then untap all my stuff then draw again guy, ROFL, I had the "pleasure" to play him. But apart from him I don't encounter many cheaters, except it's rather common that someone draws "accidently" 2 cards, then puts one back to the library.
But Apprentice sometimes draws 2 cards instead of 1 (it happened to me a few times), so these are probably more often than not unintentional. (yes I'm that naive)
What's really annoying is that a certain number of #apprentice players are oinkholes. I don't think 40% is accurate though, more like 10-15%.
