Yes, that's how upkeep works. You might be able to get around it by saying something like "If you have paid the mana, draw a card for each opponent" or something. The green enchantment looks a tad risky since the creature gets to be put into play. Maybe it should just go into your hand...

Hey, I got it here from I think Nightstalkers when Crystalkeep originally was going down. There was some discussion of what to do and he posted the link (or someone did) :)

I've been using this as a replacement for Crystalkeep DB; since WOTC's one seems to be in beta, I'll wait before trying to use it :)

Again, can't see a lot wrong with it.
