What about Library of Alexandria then, Train..er..Doc? It can help to draw more Islands! Oh, and what about Thawing Glaciers? It fetches Islands right out of the library! Or Tolarian Academy, which makes a lot more blue mana than any Island (unless it's steroided by recurring High Tides, I guess).

I don't see why it wouldn't be 60, but I guess you'd better make sure if you have reason to suspect otherwise...

I finally finished it. It's based on my old Academy decks, minus the countermagic to make room from the combo, and with an altered land-base and Time Spirals added in. Setup for the combo: 4 Accumulated Knowledge 3 Intuition 3 Time Spiral 2 Windfall 2 Braingeyser 4 Stroke of Genius 4 Mind over...

This looks a lot like Grand Melee though...

Going to need A LOT of mana acceleration. Maybe plenty of card-drawing, or tutoring, or deck thinning-well, depends on what colors you use. Anyway, all of these cards listed so far are Type II legal, so I have to ask the question: is this a Type II deck? Edit: Oops, misread Reclaimer. Silly me...
