*Warning*
This is the first time I have used the color blue, so feel free to give any me advice and/or suggestions you have.

Basically this is a modified version of the preconstructed deck with the same name.

-Land
9xSwamp
11xIsland
3xSalt Marsh

-Artifact
2xDrake-Skull Cameo

-Blue
3xOpt
2xDisrupt
2xFaerie Squadron
2xSpire Owl
2xWash Out
2xFact or Fiction

-Black
4xRavenous Rats
4xHypnotic Specter
2xGoham Djinn

-Multicolored
4xUrborg Drake
4xRecoil
2xSleeper's Robe
2xLobotomy

I could really use some suggestions for the less than optimal creatures.(mainly the blue creatures)

Nice, except those last four aren't blue. No sir, they're gold.

I noticed that after I already posted. You just got here before I changed it.

Just 100 more posts to the magical number of triple 6.

Maybe a chilling apparition might help, unless you want to stick to invasion

I have 4 Hypnotic Specters, I really don't care about sticking to invasion.

I'd make it look like this for casual 1-on-1:

9 Swamp
12 Island
3 Salt Marsh

2 Fact or Fiction
3 Rescind
4 Recoil
3 Withdraw

4 Coastal Piracy

4 Ravenous Rats
4 Hypnotic Specter
4 Fallen Askari (common from Visions)
4 Bone Shredder (if you can't get him, use Man-o-War)
4 Urborg Drake

Opt doesn't do enough, and Disrupt is good in Extended or against Counter heavy decks, which is king of limiting. Coastal Piracy is better than Sleeper's Robe unless you have a lot of counters to keep removal off your creatures, and your evasion should get your critters through anyway. The Djinns are just too expensive to play in a fast control deck like this, and they don't really serve any function other than blocker when they come out, because the game should have been won by you at that point, or you're way behind. All the bounce should really hamper any resistance your opponent puts up, too. Hope I helped.

Coastal piracy is worse than sleeper's robe.

Swamp, rituals, hippie.
Island, robe.
YOU PRACTICALLY WIN RIGHT THERE!!!!

How would you do that on the second turn after dropping a Sleepers Robe? If you want to go with Sleepers Robe, you might as well play Curiosity on evasive critters. It costs less and is easier to cast. Fish is a good example of this.

4 Tidal Warrior
4 Manta Riders
4 Merfolk Traders
4 Lord of Atlantis
3 Waterspout Djinn
4 Curiousity
4 Force of Will
4 Daze
2 Thwart
3 Counterspell
4 Winter Orb
20 Island

But Sleepers Robe is better on survivable creatures, like Hidden Horror

4 Hidden Horror
4 Hypnotic Specter/Phrexian Negator
4 Erg Raiders
4 Dauti Slayer
4 Dauthi Horror
4 Dark Ritual
4 Sleeper's Robe
4 Duress
2 Recoil
4 Force of Will
2 Misdirection
4 City of Brass
4 Underground Sea
4 Underground River
8 Swamp

A little spendy, but you're getting quality

I see your point: Flyers need the robe less. But the point that I'm trying to make is CURIOSITY IS GONE. Coastal piracy costs 4, which is good, but not great, and gives no other advantage, it's up to you to evade. Sleeper's robe, even on a flyer, is often better. How often does a white deck have flyers? Well, not too often, but occasionaly. Blue? Alot. NEither one can block you now.

Besides, if they take care of your creature, you would have lost it anyways. It's a good card. In most decks, better than coastal piracy. Merfolk and pirates excepted.

*end rant*

For blue creatures, I'd use waterfront bouncer, which is a remarkable creature. Also, you might consider Man-o-war.

Duel, how is Curiosity gone? The deck has Hyppies and other non-Standard cards.

...my local shop owner told me yesterday that he played several T2 and extended decks with the Pre-Con: "Dismissal", and that he won more than he lost with it. Amazing. The only other pre-con THAT strong was "Deep Freeze" from Tempest.

Dismissal is strong, but not as strong as you might think. It's missing some essential cards.

Dismissal IS missing some essential cards, but it does win. There's a lot you could replace from it, but the idea is very sound. I've won with it regularly against all the other precons, though it loses most often to the W/G (I forget the name right now). ;)

YJ, it really won against EXTENDED decks?! That's amazing. HOW?

Replace faerie squadron with Tidal visoinary, as it combos well with Wash Out and sleeper's robe
