I would agree with you, but take the illustration of Windfall, for example. It features three people: someone who is obviously Urza (the continuity on his art is ensured, as he is the main character of the set), someone who is probably Xantcha (neither Rayne nor Jhoira has been introduced yet, and this person appears female, so unless this is just a random person, it is probably Xantcha), and a "black" person who does not look like Teferi (see D. Furthermore, the flavor text for that card makes no mention of Teferi, but instead is a quotation from Barrin. So unless this is just some random person who is never mentioned anywhere else, it is likely to be Barrin.

The cards in recent years (that is, Weatherlight onward) rarely show unnamed people unless the random person is a weak creature, the random person is getting killed by the strong creature that is the focus of the card, or the random person is part of some army that is getting some stupid menial bonus and the card is "All creatures you control gain first strike until end of turn" or some such schlock. Also, in recent years few artists have passed up opportunities to put "important" characters on cards when the opportunity has arisen.

Yet this person is "black" and Barrin is "white."

I agree that in the overwhelming majority of pictures of Barrin, he is shown as "white." But I think that Windfall is supposed to feature him.

I think you are wrong because there is a "black" student feature prominently on several Urza's Saga cards, Disruptive Student, Confiscate, and Windfall are all examples I can think of. I think the student is actually Teferi because he was a student the Tolarian Academy and the "black" student shown in most pictures is almost always the same in general (shaved head, blue uniform).

Perhaps, but why would Teferi, Urza and Xantcha all be in the same illustration in Windfall?

Even if that wasn't Barrin, that's still a hazy area.
