Cool! I like Blue/Red decks. I might have built it a little differently though:
4x Seal of Fire
4x Shock (VIth)
4x Lightning Blast (VIth)
4x Lunge
4x Arc Mage

4x Cloudskate
4x Indentured Djinn
4x Accumulated Knowledge
4x Seal of Removal

10x Mountain
10x Island
2x Dust Bowl
2x Edge of Rath

I was thinkin of goin that route, but I decide to make it a stall deck after some playtesing. I kept on drawing tides and they would let me get the time to beatdown untill I was able to draw enough burn to go in to the kill.

adding in a couple of flowstone overseer may help for weenie control. It will get rid of pesky spellshapers at the least.

Flowstone Overseer is a good choice however, more mana would be needed like having 24-26 sources (he's a hungry-hungry hefer).

If you want stall, Pirates make a good choice:

2 Trickster Mage
4 Bouncer
4 Daze
4 Counterspell
4 Hoodwink
4 Cutpurse
4 Footpad
4 Thwart
4 Rising Waters
4 Eye of Ramos
4 Rishadan Port
18 Islands

Or, if you deign to use Urza's cards, U/R is pretty good

4 Bouncer
4 Memory Lapse/Miscalculation
4 Counterspell
2 Keldon Vandals
4 Raven Familiar
3 Ghitu Slinger
4 Avalanche Riders
4 Rishadan Footpad
3 Jolting Merfolk
4 Umbilicus
4 Rishadan Port
11 Island
9 Mountain

Ports can just be 4 more Islands in the first deck or 2 of each land in the second.

I like flowstone overseer ALOT, I just dont know if this deck can use it. First, it doesnt really go very well with the stall-then-beatdown idea. Second, it is very mana intensive on red, to make this baby usable I would need to make red my base color, which would cut down on me using parralax tide. And the tide really does make the deck...
I am going to (With a frown) vote no on the addition of the overseer.

He also needs red-specific mana.
Am I the only one that still plays cards like Fog Bank, Propaganda, Energy Field?

More than once, I've laid down a fourth-turn Energy Field (so I could counter until my hand was empty), invoked a shit-eating grin, and watched my opponent scoop.

How to keep Energy Field in play?
Library of Leng or Spellbook, to get rid of that nasty 7-card limit.
Ertai, to keep counter ability.
Temporal Adept, to bounce Energy Field should anything go wrong.
