Look at the top card of your library. You may put that card on the bottom of your library.
Draw a card.

Pretend it says:
"Draw a card. If you don't like that card, put it on the bottom of your library, then draw a card."

Now, see how useful that might be?
Think of it as a mini-Impulse.

My analysis of some of the finer dynamics of card-play can really be flawed at times. So please enlighten me as to why this is better than Brainstorm. ;)

I don't know if it's better.

Brainstorm,
You get to draw 3 cards and put 2 on top of Your library.
The 2 You put on top could ruin Your next 2 turns.
Hmm... but You still get to draw 3 cards, can also be good for top decking.

Opt,
You can opt to draw a second card if you don't like the first.

Accumulated knowledge ain't bad either.

Well this is how I'd rank them (from a novice point of view)

1. Accumulated Knowledge, keep 10 out of 10 (This is 1cc right?)
2. Brainstorm, keep 4 out of 12
3. Opt, You get to keep 4 out of a possible 8

Speed wise.
1. Brainstorm
2. Opt
3. Accumulated Knowledge

Accummulated Knowledge has a 2cc, but it still counts in the same basic category, so it's not a problem comparing it to Branstorm and Opt. Think of it as a blue card-drawing Kindle. ;)

It`s okay, might be a bit too subtle for a deck to play. It`s VERY close to Brainstorm, probably slightly better in most circumstances. Brainstorm shows you more, but you haev to keep it. I think it`s real close, but then we don`t play Brainstorms either because they seem pointless. If you wanna draw cards use Stroke or Magpie.

Tha advantage to opt, is that, say you have a manascrew, and brainstorm, and it shows no mana. The next two turns will NOT get you mana. the reverse is also true. Mana flood isn't helped by brainstomr either. It's just a reorganizer with cantrip.
Opt, on the other hand, will take the card you don't need and move it Far Far Away(TM). It can allow you to get rid of unimportant stuff to get to your combos. It, essentially, allows you a 56 card deck. I explained this to Zadok before Flores pointed it out. (on http://www.wizards.com/sideboard/ ) This is a great card. I will play with 4, and own at LEAST 8.

It's really more like 'card economy' than anything else. I used to play Whispers all the time w/o the buyback. The buyback was only used late in the game, but Opt seems like a better replacement for Whispers, at least, in the way that I was using it. It'll probably become a staple card in my permission decks.
