Hey, I'm new here, I just found a link to you guys on Wikipedia, sounded interesting, so I signed up. Yeah this is my Decking deck, it's my favorite! The Tentacled One
Usually milling decks are monoblue or blue/black. I think blue/green has the potential to be pretty annoying too...

If you can find a Palinchron, it's definitely more versatile than Great Whale. For the same mana cost, you get a flyer that can bounce itself, at the expense of a single point of power.

The Cephalids aren't particularly impressive. They are somewhat helpful, but I would consider switching them out for something that controls the game or helps your deck more.

Since Dreamborn Muse is one of your more powerful cards (if you plan on winning by milling), it would be helpful to have four of them. That way, you have a very good chance of drawing one or two each game (the more of them you have, the more cards will be milled away).

Feldon's Cane isn't very good. It stops you from being milled to death, but such an approach protects you from yourself at the expense of defending from your opponent or attacking him.

You should have more countermagic. Memory Lapse would be counterproductive in this deck, but Mana Leak would be good. I'm guessing Force of Will would be too hard to get, but there are some other cards worth considering. Arcane Denial might even work here, provided that you fill the deck with more cards that mill your opponent.

Telekinetic Bonds is pretty expensive. Is it good enough to bother with in this deck?

Most of your one-ofs are not particularly helpful to the deck. I'd cut some stuff (not sure what exactly at the moment) in favor of cards like Raven Guildmaster, Scalpalexis, Millstone, Grindstone, Arcane Laboratory, Wall of Blossoms, etc. Hard to tell really. There are a couple different ways to go with this deck...

Welcome!

Cephalid broker + Pemmin's Aura is very cool, though. Megrim makes it painful, but then it isn't about milling anymore

Since you call it your Decking Deck, I assume the idea is to mill everyone but yourself. A lot of the cards you posted are about generating mana.. so you can use this to untap the cephalid a lot of times and mill someone through discard as well..

I would say pick a theme and stick to it.

If you are going to play the 'free' creatures (untapping land as they come into play) don't play with just fertile growth but get something like High Tide

Or use the Krosan Restorer with Pennim's Aura and get infinite mana that way. (then use the mana to find a combo piece like Whetstone or something)

And I have gotta ask if anyone in your playgroup has acces to Gaea's Blessing. It could replace the feldon cane and Thran Forge in your deck, but I would take away your only win condition if your opponent played it. Perhaps use Stifle?

And some more cheap defense could come in handy. Chump like Yavimaya Elder or Sakura-Tribe Elder, Walls like Wall of Blossoms (not really a budget card) or Jungle Barrier.

Creatures (20)
4x Yavimaya Elder
4x Wall of Roots
4x Vine Trellis
4x Jungle Barrier
4x Dreamborn Muse
Spells (16)
4x Temporal Spring
4x Aether Burst
4x Gaea's Blessing
4x Naturalize
Lands (24)
12x Forest
12x Island
