I'm about to make a bold statement, but casting cost aside this might be one of the top recur cards ever. The effect doesn't end if this leaves play, it's reusable, it target's all graveyards, it can be played in mono-white, and it has Kev Walker artwork (obviously the most powerful aspect of the card).
Yeah, it's 7 mana, and it doesn't do anything until your upkeep, but with that ability I understand why.
