For mono blue, why not try Merfolk? They're cheap, and all you need to support them are cheap counters or stall cards and a few extras. Like maybe Coastal Piracy.
You get an aggro-control deck that rips slower decks apart with its disruption, though your weenies will be no match for other weenies.
