Baldurs Gate help

I still dont get the D&D aspect of the armor/defense system. Why is it when I equip my characters with items and armor the number goes down, even into negatives? Is that good as in enemys have a negative percent chance to hit or is it bad as in i have negative armor or whatever. Also, I cant find commander brage. Ive looked west of naskel forever and still cant find him. Anyone know where his exact location is. And lastly, what do u do with the dead cat?

For armor class (AC), the lower the number, the better. Even into the negatives.

Commander Brage is actually northwest of Nashkel, although I can't remember which area exactly. Just work your way north and west.
