There are probably better designs out there, but hopefully the point of the deck is clear:

Use cards that make you look through your library as much as possible, in the hopes of wasting enough time that your opponent will give up.
And you know this deck design is radical - it doesn't have Contract from Below in it! GASP!

I probably got the mana ratios off, because I don't have much experience in this sort of thing.
I would have used Planar Portal, but it's banned...

Thoughts? Looks of disgust? Restrained fury?

You should also add cards which let you look through your opponents deck, like Extract, Grinning Totem, or Bribery and definitely some Soldiers of Fortune.

Oh and you're using some restricted cards more than once :eek:

Um, yeah, no kidding! :)

4 Academy Rector - This is restricted, but it sure is fun to get Remembrance into play.
4 Defiant Falcon - Good part of the Rebel chain, gets Lin Sivvi.
4 Enlightened Tutor - This is restricted.
4 Lin Sivvi, Defiant Hero - Play more rebels in conjunction with her.
4 Ramosian Sergeant - The Rebel chain can be good. You may want more so you can get Lin Sivvi into play faster.
4 Remembrance - Good card.
2 Serra Avatar - This is not easy to cast. Also, make sure there's a way to get it back into the graveyard.

4 Intuition - This is restricted.
4 Mystical Tutor - This is restricted.
4 Soothsaying - Replace this with Trade Routes, it's much better.
4 Time Spiral - This is restricted.
4 Timetwister - This is restricted.
4 Whirlpool Drake - You like annoying yourself, don't you?
4 Whirlpool Rider - See Whirlpool Drake.
4 Whirlpool Warrior - See above. Also functions as a Winds of Change, another card you're missing.

Bribery anyone? Treachery, Confiscate?

3 Cateran Brute - Mercs aren't normally good in any format, are you sure about this?
3 Cateran Enforcer - Decent creature. I'd rather be hitting with him than tapping him to look for Cateran Brute though. Derelor might be better in this slot.
4 Demonic Consultation - This is restricted.
4 Demonic Tutor - This is restricted.
2 Divining Witch - Restricted.
3 Mercenary Informer - Annoying, but not so great and not exceptionally with your theme.
3 Rathi Fiend - Can be decent but you don't want to hurt yourself too much, this deck is kind of slow.

4 Gamble - This is restricted.
4 Goblin Matron - See Goblin Recruiter.
4 Goblin Recruiter - You really don't have a lot of Goblins… Put more in perhaps or put in more utility red such as Lightning Bolt and Incinerate?
4 Moggcatcher - See Goblin Recruiter, can combo with your Cateran Enforcer though.

I would recommend Soldier of Fortune too. :) You also need at least 2 more cards.

4 Abundance - If you're playing this, play Sylvan Library too!
4 Avenging Druid - Excellent card.
4 Defense of the Heart - Excellent. Get those Avatars into play FAST. Also, consider Multani, Maro-Sorcerer.
4 Gaea's Blessing - Good, but not great. Consider something else, but I'm not sure what.
4 Howling Wolf - The Wurm that does this might be better.
4 Land Grant - Good.
4 Pattern of Rebirth - See Defense of the Heart.
4 Skyshroud Sentinel - Kinda weak unless you're gearing up for using Firestorm on your opponent's creatures. Firestorm can combo well with your Howling Wolves too.
4 Survival of the Fittest - This is banned.
4 Worldly Tutor - You need a few more key creature cards, however, it does get Rector.

4 Guided Passage - One of the few unrestricted tutors… Can be deadly if you focus on creatures and with strong "other" cards.

4 Feldon's Cane - Not needed really. You plan on running other recursion already.
4 Rishadan Pawnshop - You don't really have a lot of CIP creatures. This will more often be a cute trick than anything and not very useful.
4 Thran Foundry - Run Tormod's Crypt instead.

I recommend Grinning Totem here.

Sorry about the restricted cards. At least it make the deck more annoying. And at least I remembered not to put Planar Portal in it.

The Guided Passages count as red (you can do this with multicolor cards, right?), so technically I have enough red cards.
Another card I would have put in (but forgot to include) was Wild Research. Is that restricted?
Winds of Change is good, yes.
I might also use Mana Severance, which could be a contender for "Longest Resolution Time of a Spell" in this deck. I'd say it might take 1 minute at the fastest.

A lot of the card suggestions you made probably would make the deck better, but also ignore the theme: shuffling. For example, Thran Foundry and Feldon's Cane are used mainly for that purpose, and, as should be evident, that is the only conceivable reason for Rishadan Pawnshop to be in the deck. That's why I included mercs and rebels, as well as both informers to put creatures back into my library so I can get them back out again. Also, Moggcatcher is a Mercenary, so I can use the Enforcer to get some Goblins out. Soothsaying is used because of 3UU: Shuffle your library. Reusable library shuffling is too annoying to be disregarded, no matter the cost. :) Maybe Bribery would be good, but Treachery and Confiscate are, again, too bland and fast.
Unless I were in a losing position, if I had, say, a Skyshroud Sentinel or a Goblin Recruiter in hand, I wouldn't get all the Sentinels or Goblins. Why? More shuffling. If I get each one individually, I can waste more time.

The stupid win condition is the entire point of the deck's existence. If I had wanted a good five I wouldn't have made it like this.

I just wish there were lots of cards with effects that trigger on library shuffles... *sigh*

I think you have to choose one of the colors. So if you choose red, it doesn't count towards the other color(s).

Actually, Planar Portal is only restricted. I'll revise the deck list I made up and make your theme stronger. By the way, the Mercs are still good - they get Soldier of Fortune who can make any player shuffle their decks. :)
