Squee did say, "if it is right to have MORE tham 4 Deranged Hermits." There is only a limit 4 of the same card in Magic(exclude mana), unless your playing a different version.

Is it OK if it is casual play?

If your opponent/friend agrees to "more than 4 cards of one type" rule, then it's probably fine. But in general, if you're playing a stranger, they're gonna expect the limit.

Always ask first since the assumption IS the limit of 4 cards.

I wouldn't say it was okay. The basic rules that apply when I play are
1. 4 of each card
2. No proxies of the power 9.
3. No decks under 40 cards.

40 is my stretching, because I don't usually mind.
