That's actually false. Not sure where you got your information but according to the SSA web site, payroll taxes were collected starting in 1937 and monthly benefits were not were paid until 1940. If you retired between that period, you got a lump sum, but it was still taken out of the taxes...

Ah, I didn't know the template had changed. I like the way it is now, with the casting of any spell, not just targeting it specifically, so I'd just change it to "Whenever a spell is played, its controller gains control of <this>" or whatever.

Man, I have no idea when it comes to costing something this big with that many abilities. But offhand, if you want to make him 8 cc, I'd say drop him to 5/5 and drop the first-strike and pro-white or trample (either flying and pro-white or flying and trample).

I agree with Limited, his p/t and flying seem too much for just a 2 cc, despite the drawback. I mean, it's essentially a Serra Angel without the Vigilant ability.
