I think you misread what I wrote. I assume what YOU originally wrote was talking about US commanders ordering attacks on cities "full of women and children". I was merely rebutting saying that I highly doubt US commanders would do that unless the cities were also filled with soldiers.

I was the same social status. There might have been a two level lag in between when I checked, since I jumped two levels in one playing session once, so it might rise 10 per level. But it definitely wasn't a fixed type of value.

It seems Balancing Act is not really equal to Balance, you choose the overall number of permanents, not lands, creatures, and cards in hand. It seems more like that white spell from Tempest Block or US (can't remember which) than Balance.
