I think they're going to make another announcement if they haven't already and the dates will change to match the 20th of the month. So I think only 2 blocks will be legal at any given time. So why'd they change it to the 20th anyway?

These actually sound the same; it was the Waylay rule that "broke the camel's back", so to speak. The "rulings" were all related to 6th ed., which is what I said (and honestly, I don't remember any other situations besides Waylay - I think I asked for examples before and no one could come up...

I don't think it was a "test"; it was something to appease the appetite for the game once they saw it was taking off. And since it was the first expansion, WOTC didn't really have balancing cards like today or stuff. But it wasn't a "test".

If it works like an expansion pre-release, aren't the cards available the day of but legal in tourneys a month later?

I think rakso has a better shot at getting T1 tourneys since he is the main voice for it. I kinda agree with EricBess; we could get a big flux of "tourney dudes" here (isn't that what the Sideboard is geared towards?) but some may have their fun and casual groups and could be unaware of the...
