Well, though technically there were no rares, WOTC said you can consider U1 as rares, U3 and C1? as uncommons, and so on. They realized drawing three cards for 1 mana was pretty good, they didn't realize any type of cheap drawing is good. :)

That was a mistake though... before they realized the power of drawing cards...
