Well, presumably you'd have artifact or alternate mana to get around the Orb if you're using it, so Upheaval's cost shouldn't be a problem. Besides, you want to wait until mid-game so it'll be effective anyway :) Heck, you may want to be wacky and use Mana Flare :)

I don't think the Library works with cycling. From Library of Leng at Crystalkeep, the library doesn't trigger when the discard is part of the cost. And with cycling, the discard is part of the cost.
