This is a tough one. I never did find a satisfactory use for Voltaic Key. At least, I haven't seen one that made its restriction look justified. Sure, you can get extra mana out of your Grim Monolith or Metalworker, but that's not particularly amazing. Voltaic Key only seems to be really useful...

If it's fairly standard for a company of that size to pay the full expenses for moving, then I don't think that's unreasonable. Does WotC even pay moving expenses at all?

I think you're on to something there. Yeah, if you limit his ability, he would have to be cheaper, because then he's no longer the competing with Hatred or anything like that. If you make him 1BB and untargetable, he's going to be able to thwart removal spells, which is great. But it will also...

I picked those cards because we've seen better versions of them. The better Fog is called Undergrowth. It's the same as Fog except for a bonus if you are playing with red creatures and have some mana to spare... Okay, so the outstanding cards from the original set have not since been exceeded...

That will deal with the COP, but if it's THAT important, just Anarchy or Flashfires would be a lot more direct...

Just keep in mind that any set from Invasion to Fifth Dawn is going to me largely unsophisticated, with tons of cards focusing on the same particular thing (depending on the block). However, as far as brokenness goes, Mirrodin block is certainly the best place to look since Urza's block.
