For once I actually checked the announcement before you posted it here! I have to say it's about what I expected. I still wish they'd unban certain cards in Legacy, but it apparently isn't happening for now and the format's pretty healthy anyway...

And none of those will hit certain cards. For example, there's Counterbalance, which is a major powerhouse in Legacy right now and doesn't target the spells it counters.
