I can't think of deck's I'd really want to use it in. I do know that we need to break Elemental Augery, which does more than this silly thing, but is also three colors...

Well, slivers were at their best in Countersliver decks (in the old Extended). It's the very model of an aggro-control deck. Beatdown with the efficient slivers, while Force of Will, Swords to Plowshares, etc. hold the opponent at bay. This budgety deck doesn't have enough countermagic for that...

What is "deck construction camp"? Power Surge and Manabarbs together are the sweetness. I have four Barbs and some Surges too, maybe I should build a deck...

Capital letters don't mean anything. Train doesn't use ANY capitals in his name. 13NoVa uses them at intervals. I think Winter Orb could be really annoying here. RL's decklist already has a certain Manipulator...

So, what route do we want to take with this sucker? What cards are the most "nuclear"? The Masticore/Squee thing could probably be quite powerful here... One big question is whether or not to use Wildfire, as decks that use it differ greatly from decks that do not.
