That's silly... So if you have only 1-3 of the card, what happens? Much more sensible for a slot to be a single card... Besides, what deck is going to need 24 zero drop creatures? If it needs more than 12 though, it can just pick and choose the best ones... I really like the Kobold-Clamp...
