Exactly. But Withering Boon only counters creature spells. Black already has the best creature removal in the game. Withering Boon is not awful, but it can't hope to compete with black's creature-killing spells. I would have liked to have seen Withering Boon be able to counter any spell...

You can't really do it with Ice Cave. But if you meant that you generally can't lockdown everyone in multiplayer--I have seen it done with Winter Orb, Smokestack, and Zur's Weirding...

Sounds good, it won't bury the creature like Dark Banishing would (I know, they don't use that term anymore). But it is potentially very good against green, which makes up for it...
