Legacy. It's generally more accessible. Even though the top decks aren't as broken as Vintage decks, they're still fierce enough that if people are playing them, the metagame is rather prohibitive of budget decks. But it could be worth a shot, at least much moreso than Vintage...

I'd say Legacy is on a significantly lower power level. If there were a large tournament with half of the players using Vintage decks and the other half using Legacy decks, the top 8 would come down entirely to Vintage players. It is true that they're different environments and different types...
