"The Quake and Surge is a fun and powerful deck. The deck has a number of independent combinational factors. The Power Surge can act as a major source of damage on its own. Sometimes it can be used in much the same way you might use a Fireball because it affects your opponent first and can often finish him/her. But if the Surge does not eliminate your opponent you can avoid damage a number of ways. First, you can tap all of your lands and pump the mana through the Mishra's Factories and then tap it to make it 3/3, thus avoiding all damage. Then there is the obvious method of simply tapping mana to activate the COP Red to avoid the damage. If the Sunglasses of Urza are in play all land may be tapped to give the Goblin Balloon Brigade flying several times over. Finally all of the land may be tapped to increase the Firebreathing ability of the Dragon or a creature carrying that enchantment.
The Power Surge is obviously not the only card that works well with the COP Red. There is also the Chaos Lace and the Earthquake. If you opponent has a troublesome source of damage you cannot really avoid, you can simply Chaos Lace it and tap mana to power the COP to protect yourself. The Earthquakes also work well with the COP in play. All of this deck's creatures either fly or have the ability to fly and can avoid Earthquake damage. This allows the Quake to do damage to your opponent and kill his ground creatures.
The creatures provide an alternate source of damage and assist in tapping lands out to avoid Surge damage. This deck performs well against most deckd but has its greatest trouble against counterspell decks. Counterspells tend to suffer agains the Power Surge if it is allowed to be cast. The sideboard is made to eliminate a counterspell deck."
