Here's a deck the I designed, using the popular R/B specter deck idea. Pay attention that this deck is type 1 format and that it follows proper restricted policies.

Sideboard changes depending on how the tournament scene looks. This USED to be type 2, but I am going to a type 1 tournament this weekend and would like your opinion on if anything would make the deck better, shy of the power nine.

Do you have Hypnotic Specters?

Hypnotic Specters would fit very well, as would Duress, Hymns, and possibly Unmask. Maybe throw in a Necropotence. Try to find more older stuff, its generally better than new.

Don't know what you have but here are some thoughts (in addition to those above):

Sol Ring
Mox Diamond
Nev's Disk for backup in case an enchantment gets through
Strip Mine or Wasteland
