The deck draws up a lot of cards each turn through the Vortex and can funnel the draws into damage through the Words of War. The Scorched Ruins help me generate mana to activate the Words ability even while I sac lands to the Vortex.

Why Barbarian Bully?
This deck seems fine without it.

The Ensnaring Bridge is mad tech (I feel dirty - I didn't even type that jokingly).
How about Grafted Skullcap to help you out even more?

Dude, you're on a roll with these decks. My creativity has been kind of poopy recently, but oh well.

What an abusive way to use the Vortex, you evil SoB.

Maybe run 2 Words of Wind in here. I do not like the card, but it will be good in here as its a good way to reset the Vortex if it gets too unweildy (and to annoy your opponents). It all depends on how problematic the Vortex becomes. If its too much, then consider this.

How I love Words of War, love love love this card. There are a ton of abusive spells to run along side of it. Like Wheel of Fortune, and Teferi's Puzzle Box.

If you want to get really ugly (like Rosie O'Donnell on a bad morning ugly), run Oath of Scholars.

Scorched Ruins does scare me though, I'd run Thawing Glaciers in their place, well 3 Glaciers and 1 Tolarian Academy.

The reason I mentioned Bully is because of His damage dealing ability... You'll have the cards to make him a decent punisher...

But ohhh... nevermind - I guess playing the deck will tell all...
