I have heard of this deck or deck archetype before and know very little about it except that it Had Winter Orb and Memory Lapse and the basic concept was to stall your opponent by having them use their resources to execute a spell only to have you make them put it back on top of their library again.
Does anyone know if this is remotely correct and could any remember the deck list for it?

Yes, it was a black time advantage deck, basically Black Weenie, with Orbs and Memory Lapses. Think Fish, but with better weenies.

I've played against a blue deck, which does much the same, I think it used blue flyers for the kill, no suprise there then.

4x Memory Lapse (Counterspell-Return Target spell to top of owner's Library)
4x Winter Orb (Original version of Rising Waters)
4x Dauthi Slayer (BB 2/2 Shadow - Must attack each turn if able)
4x Dauthi Horor (1B 2/1 Shadow - Can't be blocked by white creatures)
4x Foul Imp (BB 2/2 Flying - CIP lose 2 life)
4x Skulking Ghost (1B 2/1 Flying - If targeted, sac ~This~)
4x Man-'O-War (2U 2/2 CIP Return target creature to owner's hand)
4x Phyrexian War Beast (3 3/4 If ~This~ leaves play:Sac a land and lose 1 life)
4x Sleeper's Robe (Cr. gains: Fear and you may draw a card if ench cr deals an opp. damage)
2x U/B Cameo (Alternate mana because of the Winter Orb)
4x Undiscovered Paradise (Works well with the orb)
2x City of Brass
4x Underground River
2x Underground Sea
4x Quicksand (Target attacking creature gets -2/-1 or visaversa)
6x Swamp
Gizmo was so kind as to direct me toward those sites listed above and I got to wondering if this thing might be revivable. Then I started to think about this deck archetype in today's T2 environment. I know Blue Skies uses a similar approach but I wanted to stick with a U/B color scheme.
Here's what I came up with:

4x Memory Lapse
4x Dark Ritual
4x Sleeper's Robe
4x Vodalian Zombie
4x Cloud Skate
4x Seal of Removal

A couple of Boomerangs might be nice, to get you a full untap phase once in a while.

Out:
Rishadan Port (2-for-1 land trades are NOT in your favor)
Tidal Visionary (I can suggest better)

In:
2x Sky Diamond, 2x Charcoal Diamond (cheap mana artifacts)
4x Trickster Mage (1-for-1 land trades, on the other hand, can stall you into a win)

Find room for a couple of V. Tutors. Without Waters, you're playing a mediocre beatdown deck. Must...hit...Waters...
