If I were to lower my standard of "good" to the level of Dissipate, then perhaps I might be mistaken. Even then it seems unlikely, since this thing has a triple blue requirement, using the Memory Lapse option of the card is almost entirely useless (but not quite) and the other option is worse...
I think Legions is a candidate for worst set ever both in overall power-level and in level of interest. At least Homelands and Planeshift had flavor, and they've actually got some decent cards too...

Well, the first part of your post seems to disagree with the idea of infinite combos on the basis of flavor. I don't feel that way myself, but I know that many people do have a problem with infinite combos for that reason...
But then you attack combo players in general. Well, I'm a combo player...
Yeah, but about 100% of the good Type I decks have an answer to Chalice for zero, because it's too dangerous not to. No deck uses only Moxes and Lotus as mana producers because all decks need more than six mana sources in order to function.
That said, Chalice is annoying to fight around and...
I guess Welder is probably the best utility creature, with Masticore coming in second (Rector doesn't count, because it is best used as a combo component and not a utility creature).
