I would be willing to change the costs on this spell to make it playable.

remove all permanents from the game, remove all graveyards from the game, remove the top 30 cards of each players graveyard from the game. put 3 colourless 2/2 mutant creature tokens into play under each players control

if permenants you control would be removed from the game by a spell called nuke, return them to play instead. If a card in your library would be remove from the game by a spell called nuke. put it on the bottom of your library instead, if you control a colourless 2/2 mutant creature token, put a 2/3 colorless scientist-with-a-radiation-suit-and-a-chaingun token into play instead.
