Um, you forgot to mention how the named card got named. My guess is that you get to name the card after you look at your opponent's hand, but before your opponent randomly discards.

Extremely powerful if you manage to play it early, esp since you can call basic lands... Compare it to Disrupting Scepter (which does get occasional play in high-level tournies) for example.

It's a good idea, but why 3 colors? This card is good the same way that multicolored Crovax enchantment from planeshift is good. I suggest:
