Ummm... this won't work. As soon as someone draws a card, this causes everyone else to discard. Then this causes everyone else to draw. Which causes everyone else to discard. Which causes everyone else to draw. Etc.

infinite loop. unless you clause it to say that cards drawn or discarded by this enchantment do not cause this effect.
