Blue... I am thinking that blue's rares aren't going to be that cheap... Let's have a look-see shall we?

Cetavolver, 1U, Creature — Volver 1/1, Apocalypse Rare, Illus. Gary Ruddell
Kicker 1R and/or G If you paid the 1R kicker cost, Cetavolver comes into play with two +1/+1 counters on it and has first strike. If you paid the G kicker cost, Cetavolver comes into play with a +1/+1 counter on it and has trample.
Not a bad creature really. The trample is going to be kinda weak unless you can fully kick this creature. If you're playing heavily into red and green, this creature could be kinda fun.

Collective Restraint, 3U, Enchantment, Invasion Rare, Illus. Alan Rabinowitz
Creatures can’t attack you unless their controller pays X for each creature attacking you, where X is the number of basic land types among lands you control. (This cost is paid as attackers are declared.)
Some of the players here are really starting to look at this a lot as a Moat replacement. It is good if you have the dual lands to back it up. Otherwise, consider Propaganda instead. Remember, the effects are cumulative.

Change the target of target spell with a single target.

If you can pay the casting cost, this is an effective spell. If you've ever seen this spell work before, then you know what I'm talking about. Misdirection is a viable alternative.

Mana Short, 2U, Instant, 7th Edition Rare, Illus. Greg Staples
Tap all lands target player controls and empty his or her mana pool.

Not a great card, but can hose a beatdown deck for 1 turn, Exhaustion might function better in that capacity though (Exhaustion really isn't that bad against beatdown decks).

Flying Blue spells you play cost U more to play.

I seriously recommend this to any beatdown player who needs to have a replacement for Cloudskate. It's an awesome creature.

Shifty Doppelganger, 2U, Creature — Shapeshifter 1/1, Odyssey Rare, Illus. Greg Staples
3U, Remove Shifty Doppelganger from the game: Put a creature card from your hand into play. That creature gains haste until end of turn. At end of turn, sacrifice that creature. If you do, return Shifty Doppelganger to play.
If you can pull this guy off with some fatties in hand, it might be useful and somewhat cheap.

Unifying Theory, 1U, Enchantment, Odyssey Rare, Illus. Ron Spears
Whenever a player plays a spell, that player may pay 2. If the player does, he or she draws a card.
Scribbles of a lunatic and formulas of a genius are often indistinguishable.
Every card turns into an optional cantrip. Might be useful in the late game.

Whirlpool Warrior, 2U, Creature — Merfolk 2/2, Apocalypse Rare, Illus. Kev Walker
When Whirlpool Warrior comes into play, shuffle the cards from your hand into your library, then draw that many cards. R, Sacrifice Whirlpool Warrior: Each player shuffles the cards from his or her hand into his or her library, then draws that many cards.
Yeah, yeah, this isn't great, but it's a got a one-sided Winds of Change effect and then a built in additional Winds of Change effect that you can pull off as a fast effect during combat.

That's my list of newer blue rares. What are your guy's ideas?
