They COULD have cut it out to make the images ever so slightly smaller, to make for a faster load. Every other section of the card is important, the border is not.

I believe Zadok is right. That one does make sense.... OR this could be WotC's evil plot to make us love white bordered cards, they've gotten ridden of all the black border, and are now printing only white. If we don't like it they'll make us like it BWAH HA HA HA! *pant* *pant* Sorry, I just watched Conspiracy Therioes.
