Well, that's what it means to me, anyway.

On the deck, I think I'd max out on Incinerates. Maybe drop the Seals for that. Also, Chain Lightning would be great (especially since the deck seems made for multiplayer, with Sizzle and all). I'd put them in over Shock. And, of course, Ball Lightning would be great.
